David was elected to his first term on the Board of Selectmen in November 2007. As the only full time commuter to New York City on the Board, David has been an advocate for, and the voice of, the many Darien residents who ride the trains daily. As the only attorney on the Board of Selectmen, David has taken an interest in reviewing and commenting upon the many legal issues confronting Darien. He has worked closely with Darien’s Town Counsel on such issues as town contracts, affordable housing and litigation strategy in various cases to which the Town is a party.
As a member of the first Democratically led Board of Selectmen in the history of Darien, David is most proud of the fiscally prudent budgets that this Board of Selectmen has presented to the Town.
At the first signs of the economic crisis last fall, the Board of Selectmen stopped all capital projects to reign in expenses and presented a no-growth Selectman’s budget for this fiscal year, which has enabled Darien to weather the economic storm without laying-off staff or reducing municipal services.
David has joined his fellow Selectmen in making flood relief a priority. Under the leadership of the current Board of Selectmen, Darien has completed topographical mapping of the entire town, a hydrological study of the Stony Brook watershed has been completed and other watersheds are currently being studied by the town’s consultant. Most importantly, shovels have hit the ground with the completion of the LaForge Road project this summer and the acquisition of a house on Cherry Street funded largely through a federal FEMA grant to permit the property to revert back to its natural flood plain state.
David first became involved in town government in 2003, when he was appointed to fill a vacancy in RTM District 3 and was elected District 3 Chairman in November 2004. As Chairman, David brought a new level of participation in town government by seeking out and distributing additional information about the issues presented to the RTM and by organizing District caucuses to bring RTM members together with Town officials to discuss issues of importance coming before the RTM.
In November 2005, a year after becoming Chairman of RTM District 3, David was elected Chairman of the RTM Public Works Committee and remained its Chairman until his election to the Board of Selectmen in 2007.
David is a partner in the law firm of Kavanagh Maloney & Osnato LLP in New York City. David’s is a commercial litigator and often represents other attorneys in cases involving issues of professional liability.
David has lived in Darien since 1992 with his wife Carolyn and their two children, Elizabeth and Jonathan. Carolyn is also involved in town government, currently serving on the RTM as Chairman of District 3 and is a member of the Planning Zoning and Housing Committee. She is also a member of the Darien Environmental Group and the Darien Energy Task Force.
